I have a 95 Mazda Protege and the A/C only blows cool and not cold when the car is in motion. When the car is still it blows hot air. What could this mean?

I have a 95 Mazda Protege and the A/C only blows cool and not cold when the car is in motion. When the car is still it blows hot air. What could this mean
 
Check the electric cooling fans. They should always operate with the A/C on. Once the car is moving, normal air flow takes over and cools the A/C condenser in front of the radiator.
